Rachel — certainly — here are a few steps:
* create an image in photoshop
* upload the image to flickr
* copy the html code in flickr
* in the blogger dashboard, click add a gadget and choose html
* past the code, then change the hyper-text link code to the new link code that you want the image to refer to
* click save
